What Is Going On Here?

I was down at the Children's Beach boat ramp late today and noticed a serious problem. About half way down the ramp, there was a pile of gravel and a 15'' deep hole between two of the slabs of concrete. Here's a picture of the hole. It's kind of hard to see. Click on the pictures to enlarge.

Does anyone know what is causing this? Discuss.

George H, I deleted your comment by mistake. Sorry. Here it is-
My guess is that the slabs have moved.

Hmmm, I'm no expert but if those slabs are shifting, and they're just sitting in a bed of gravel, I'm gonna go out on a limb and guess that those slabs will start rising up as the gravel subducts under the slabs...and they'll also rotate as they shift. I didn't watch them build it so I don't know how secure a footing those are on.

The slabs have not shifted, The stone has washed from the surf, do you think that the stone will hold back mother nature. Actually it is probably from a mooring boat having to power off the ramp from loading to much weight. Just a guess. It would take alot to move those slabs. Someone said they weight 12 tons a piece. Other than a few design flaws it looks like a quality job.Peace
